Safe Routes to School Traffic Study & Construction Inspection

This Safe Routes to School (SRTS) project was a federally funded grant to make walking and biking to school safer for children and improve vehicular traffic congestion. Stahl Sheaffer conducted a Traffic Impact Study to review the pedestrian and vehicular access. Safety metrics were evaluated along these routes, including accident rates and identification of clusters, vehicular and pedestrian peak hour volume counts, traffic signal warrants, and sight distance. The Study also involved collaboration meetings with key stakeholders, including PennDOT, City of Williamsport Streets and Parks Department, and WASD Officials.
Community outreach included the development and distribution of a parent survey to identify physical and environmental barriers hindering students from walking and bicycling to school. Stahl Sheaffer was responsible for the deed and right-of-way research, topographical survey, and basemap preparation for numerous intersections within the project areas. The result was a menu of suggested improvements that were advantageous to all stakeholders. All plans were developed in accordance with PennDOT publications and policies.

In addition to the Traffic Impact Study, Stahl Sheaffer provided construction inspection and construction management on the project, including inspection of excavation, subbase, base course paving, wearing course paving, inlets, concrete curb, detectable warning surfaces, topsoil, erosion & sediment control, traffic control, signing, flashing warning signs, pavement markings, cement concrete sidewalk, seeding, resetting roadway pavers, removal of signs & foundations, and concrete paving. Duties included daily completion of FID, NeXtGen entry, materials book entry, labor & compliance book, traffic control, concrete testing and ARDA documentation. Inspections were performed in compliance with PennDOT Pub 408, PennDOT Pub 213, Roadway Standard RC 67M, TC- 8600, TC-8800 and special provisions.
