Step by Step School Traffic Impact Study

Stahl Sheaffer was retained by the Step by Step School for Early Learning as a traffic engineering consultant to perform a Traffic Impact Study (TIS) for the proposed development of a new 11,088 SF early learning facility located within the Science Park Road corridor in Centre County. Stahl Sheaffer’s traffic engineering team conducted a TIS to identify the potential traffic impacts expected to be generated by the proposed development in the selected transportation study area and determine appropriate mitigation measures.
The TIS prepared by Stahl Sheaffer included coordinating with Ferguson Township and PennDOT District 2-0 representatives to outline the study scope. Stahl Sheaffer developed opening year and design year traffic volumes, including forecasting and distribution of anticipated site generated traffic. Traffic analysis included intersection capacity and queue analysis using Synchro/Sim Traffic and HCM software, traffic signal warrant analysis, turn-lane warrant analysis, storage lane length analysis, crash analysis, and evaluation of sight distance. All analyses were completed per PennDOT and Ferguson Township methodologies and guidelines.
The TIS findings and land development plan were approved on schedule, and the project is currently under construction with anticipated completion fall 2019.
