The Hog Creek Wind Project implemented a roadway maintenance strategy developed by Stahl Sheaffer Engineering that included roadway upgrades and restorations to support construction traffic for the configuration of 30 wind towers and related equipment. The strategy ensured there were no possible obstructions, constraints, or safety concerns.

To fully document and archive the roadway conditions, Stahl Sheaffer performed the following tasks:​​

• Data collection using 3D LiDAR scans
• Georeferenced high definition videos 
• Geotechnical investigation
• Roadway and traffic analysis that estimated the remaining life of the roadways and offered recommendations for proper roadway use.

​An assessment of existing bridge/culverts along the route were performed  to ensure their safety. This included:​

• Inspections of each bridge/culvert and research of structure plans.
• Accumulation of field photographs that displayed existing superstructures and substructures.
