East Eschbach Road Culvert Replacement

Stahl Sheaffer assisted the City of St. Marys with the design and replacement of an existing corrugated metal culvert under East Eschbach Road. The culvert was deteriorating and would be losing structural stability in the future. Services provided included wetland delineation, culvert sizing, and securing a PA DEP Obstruction and Encroachment General Permit 7 for a Minor Road Crossing. No wetlands were identified within the project area. Due to the presence of existing utilities and multiple roadway intersection near this crossing, a larger culvert was not feasible. Stahl Sheaffer specified adequate scour and outlet protection to allow the roadway to safely overtop during flood events.
The project scope included a hiking trail network, playground, restroom facility, gazebo, gardens and street trees, sledding hill, and multi-use field. Stahl Sheaffer completed the grading and stormwater layout that maximized the infiltration capabilities of the native soils by minimizing grading and site disturbance in the bottom of the retention facilities. Soil infiltration testing was also completed to meet the PA DEP permitting requirements.
