As a Project Manager for Stahl Sheaffer Engineering since 2011, Mr. Passanita’s responsibilities include all aspects of engineering analysis and design for roadway betterment and maintenance. He manages a staff of engineering designers who incorporate GIS features and customized programming to provide clients with roadway reports that include condition comparisons, permitting status, anticipated expenditures and maintenance costs, recommendations, schedules, roadway and bridge restrictions, and inspection reports. He also provides oversight to geotechnical laboratory technicians during all aspects of Full Depth Reclamation (FDR) designs. He has extensive experience with PennDOT and AASHTO Design Manuals, MUTCD Standards, quantity computations and specifications in accordance with PennDOT procedures. Clients and projects encompass Pennsylvania municipalities, universities, and private firms. Mr. Passanita has presented on the benefits of proactive pavement maintenance and rehabilitation compared with reactive strategies for a number of audiences, including the Keystone Association of Physical Plant Administrators (2017), the West Virginia Construction & Design Expo (2018), ASHE Williamsport Chapter (2018), and ASHE National (2018).

george peterson, eit, designer
As a Designer for Stahl Sheaffer Engineering since 2015, Mr. Peterson is responsible for assisting with roadway design projects. He is experienced with access route planning, developing roadway maintenance cost projections, documenting pavement conditions through field analysis or via LiDAR point cloud data, report writing, temporary driveway design, and construction bid documents and processes. He is also experienced in coordinating with various state departments of transportations and other county agencies for the issuance of permits in Pennsylvania, West Virginia, Virginia, and Ohio. Clients and projects encompass Pennsylvania municipalities, universities, and private firms. Mr. Peterson has presented on the benefits of proactive pavement maintenance and rehabilitation compared with reactive strategies for a number of audiences, including the Keystone Association of Physical Plant Administrators (2017), the West Virginia Construction & Design Expo (2018), ASHE Williamsport Chapter (2018), and ASHE National (2018).
