Somerset and Bedford Counties

Client

Pennsylvania Turnpike Commission

Services

  • Construction Inspection

  • Construction Management

  • Laser Surveying System for Slide Monitoring

Stahl Sheaffer is managing construction inspection for the reconstruction, widening, and curve flattening for six miles on the Turnpike mainline; the replacement of one overhead bridge and two Turnpike mainline bridges; the construction of a new access ramp bridge; and the rehabilitation of the Tunnel Road Arch structure. Also included is the New Baltimore Slope Remediation project located from Milepost 127.9 (Tunnel Road) to Milepost 128.7 (0.3 miles West of Findley Street) in Allegheny Township, Somerset County. The full depth roadway reconstruction and widening begins at Milepost 126.1 (2.8 miles east of the Allegheny Tunnel) in Allegheny Township, Somerset County and continues to Milepost 130.5 (1.5 miles east of the Findley Street overhead bridge in New Baltimore) in Juniata Township, Bedford County. At the west end of the project, shoulder reconstruction and drainage improvements on the existing Turnpike mainline start at Milepost 123.3 (east end of Allegheny Tunnel) and end at Milepost 126.1 (start of full depth reconstruction).

  • Findlay Street Bridge Replacement – Stahl Sheaffer provided project management services and construction inspection for the replacement of Bridge B-500 at Milepost 129 in Somerset County.

  • Milepost 126-131 West Mainline Reconstruction and Widening (Current) – In addition to construction management and inspection services for the reconstruction of six miles on the Turnpike, Stahl Sheaffer is providing: design and schedule review, shop drawing and submittal review, 3D surveying, geotechnical engineering, and environmental and safety monitoring. This project also involves constructing noise barriers along the westbound lanes at the town of New Baltimore, constructing new stormwater facilities, retaining walls, culvert extensions, and a stream mitigation site.

  • New Baltimore Slide Remediation – Stahl Sheaffer provided construction management services to the Commission for the $78 million remediation of the New Baltimore Slide, a major slide mass that caused maintenance and safety problems since its original construction in the late 1930s. The early involvement of Stahl Sheaffer personnel enabled them to facilitate onsite activities such as test blast studies and the implementation of a robotic total station laser surveying system. This system provides continuous 24-hour monitoring of the slide and, when implemented to full capacity, will provide real time coordinates of over 100 permanent prism locations on the slide. This will accurately monitor movements in the slide before and during construction.

Stahl Sheaffer is completing weekly safety inspections & reporting of ongoing construction activities, assuring that needed corrective measures are addressed.

Upon completion of the full depth reconstruction project, the Turnpike will be widened to 122 feet. It will consist of 6 travel lanes (3 westbound and 3 eastbound) with a 26-foot median, and 12-foot outside shoulders. The overhead bridge at Findley Street has already been replaced and the New Baltimore Slope Remediation is complete.
