Stahl Sheaffer provided surveying, planning, and site civil engineering services to support the redevelopment of the property at 125 E. Pine Grove Road for expanded parking and site amenities for Pine Grove Hall. Initial services included boundary, topographic, and tree surveys, lot consolidation plans, and conceptual planning to evaluate parking expansion and the potential reuse of the existing residential structure. Additional conceptual layouts incorporated redesigned parking areas, outdoor seating, sidewalks, and stormwater management facilities, while PennDOT Highway Occupancy Permit (HOP) design and permitting addressed the relocated driveway connection to the state roadway.

The project also included landscape design per municipal ordinance requirements, stormwater desktop modeling using HydroCAD, pre-construction and as-built soil infiltration testing, as-built stormwater modeling, and preparation of as-built survey and record plans, including as-built coordination with the owner and contractors to ensure accurate documentation of completed work. Comprehensive land development and construction plans covered site layout, grading, utilities, erosion and sediment control, and post-construction stormwater management. Stahl Sheaffer coordinated with the project team and local agencies, assisted with municipal permitting, and presented plans to advance the project through the land development approval process.
