Stahl Sheaffer provided site design for replacement of the natural turfgrass field surface and underdrain system, left field fence, and minor upgrades to the dugouts for Medlar Field at Lubrano Park.  Stahl Sheaffer provided a topographic survey, existing conditions base mapping, and site design for the project. Because the project was over an acre of earth disturbance, a National Pollution Discharge Elimination System (NPDES) Construction Stormwater permit was required from PA DEP through Centre County Conservation District. The NPDES permit application included an Erosion and Sedimentation Control Plan and Post-Construction Stormwater Management Plan, and municipality notifications, and a pre-application meeting to comply with the regulatory requirements. Stahl Sheaffer also provided the University assistance in assembling bidding packages and municipality review materials.
