Stahl Sheaffer provided comprehensive site civil engineering services for the development of a new approximately 7,200-square-foot convenience store and fast-food restaurant with a drive-through and fueling islands in Brookville Borough, Jefferson County. The project included development of parking areas, driveway access to adjacent state routes, utility service connections, and stormwater management facilities. Services began with a supplemental topographic survey to support detailed site design and permitting. Stahl Sheaffer then prepared the land development and construction plans, including site layout, grading, erosion and sediment control, utilities, and post-construction stormwater management facilities designed in accordance with local ordinances and state regulations. The firm coordinated closely with the owner, architect, and utility providers throughout the design and municipal review process.
Stahl Sheaffer also managed multiple regulatory approvals, including preparation and submission of a National Pollutant Discharge Elimination System (NPDES) Permit through the Pennsylvania Department of Environmental Protection, and Highway Occupancy Permits through the Pennsylvania Department of Transportation for proposed driveways and utility connections within the state highway right-of-way. Soil infiltration testing was performed to support the stormwater management design and NPDES permit requirements.
As part of the transportation evaluation for the project, Stahl Sheaffer completed a Transportation Impact Study to analyze existing and projected traffic conditions, evaluate intersection operations, and identify potential roadway improvements necessary to safely accommodate the proposed development. Additional services included supporting documentation for zoning requirements, preparation of engineer’s opinions of probable cost, and coordination with regulatory agencies to secure final approvals.
During construction, Stahl Sheaffer provided NPDES construction oversight and certification services, including attendance at the pre-construction meeting, inspection of critical stages of stormwater BMP installation, preparation of record drawings, and submission of the Notice of Termination upon project completion.
