Stahl Sheaffer Engineering (Stahl Sheaffer) is a multi-discipline civil/structural engineering firm that has been providing engineering services since 2006. The firm has grown steadily from a two-person company in 2006 to a firm that employs 115 people across eight locations in three states. Stahl Sheaffer has a strong commitment to supporting the communities in which we operate, the non-profit organizations that benefit those communities, and the associations that drive professional development and innovation in our industry.

Stahl Sheaffer provides a full range of multi-discipline civil engineering services including building structural design, bridge design and inspection, construction inspection, geotechnical engineering, land development, survey and reality capture, and transportation engineering. We provide these services to public and private clients in multiple industries, including transportation, higher education, parks and recreation, municipal services, hospitality, residential, and senior living. Stahl Sheaffer is licensed to operate in sixteen states, with professional engineers licensed in 44 states. Stahl Sheaffer was ranked as a top design firm in the ENR Mid-Atlantic Top Design Firms list in 2018, 2019, 2020, 2021, and 2022.

Firm Principals
Mr. Rod Stahl, P.E.  |  Principal, Land Development & Construction Inspection

​Mr. Stahl, P.E. graduated from The Pennsylvania State University with a B.S. in Civil Engineering and is a licensed professional engineer in PA and NY. He leads efforts related to municipal engineering, construction management, and civil/site engineering. Mr. Stahl previously worked in Baltimore, MD; Irvine, CA; and Harrisburg, PA as a Project Engineer and Designer on a variety of construction projects. He gained experience in bridge design, highway design, and construction management and served as a Township Engineer where he was responsible for the design and administration of numerous municipal capital projects and annual maintenance projects. He is active in the American Public Works Association (APWA), American Society of Highway Engineers (ASHE), and various chamber, community, and youth organizations.
Mr. Jeffery Sheaffer, P.E., CBSI, NCTI  |  Principal, Structural Engineering

​Mr. Sheaffer, P.E., CBSI, NCTI graduated from Johns Hopkins University with a B.S. in Civil Engineering and is a licensed professional engineer in PA, NY, WV, OH, MD, TN, MS, VA, VT, ME, KY, MA, AL, NH, IN, and CT. He is responsible for the design of bridge, highway, trail, and building structure projects as well as bridge and sign inspections. Mr. Sheaffer has extensive experience in load factor and LRFD design and DOT plan development, bridge condition inspection, and bridge and highway construction inspection. As a Principal and Project Manager, he performs technical design, inspections, directing staff engineers and technicians, client contact/coordination, and managing project progress. He is active in the American Society of Highway Engineers (ASHE) and various industry organizations and chambers.

Stahl Sheaffer Engineering made the list of Engineering News Record’s (ENR) National Top 500 Design Firms list.  Founded in 2006, the firm has grown to over 100 people in multiple disciplines across three states. ​Co-founder and principal, Rod Stahl, who started the first office in his Centre County home, wrote down two primary goals which he still carries on the back of his first business card: “Hire good people.
