Stahl Sheaffer was selected as the prime consultant to provide construction inspection for SR 80-M21 and various projects in Columbia / Montour Counties.
This agreement was comprised of three parts:
​
  • ​Part 1, SR 80-M21: Design build for the rehabilitation of existing bridge structures, roadway approaches, diamond grinding of concrete pavement, epoxy-based surface treatment for bridges, replacement of existing strip seal dams, concrete patching on bridges, and full depth concrete pavement. This part of the project involved maintenance and protection of traffic during construction, superpave asphalt binder and wearing, and additional miscellaneous construction for SR 80 Sections M17, M21 and 137 in Valley, West Hemlock, and Liberty Townships in Montour County and Hemlock Township, Columbia County.
 
  • Part 2, SR 11-M09: This mill and resurfacing project consisted of superpave asphalt mixture design scratch, binder, and wearing courses. The project involved maintenance and protection of traffic during construction and other miscellaneous construction on SR 11 from Clinic Road to the Columbia County line in Mahoning and Cooper Township, Montour County.
 
  • Part 3, SR 42-060: The lead project was SR 42-060 bridge replacement on SR 42 (Numidia Drive) over Roaring Creek in Conyngham Township, Columbia County. SR 42-090 involved a resurfacing project on SR 42 from SR 2006 to Poor House Road in Conyngham Township, Columbia County.
